Justin Liby is a member of the Insurance Business and Regulatory group, and advises governmental entities, insurers, insurance producers, third-party administrators, discount medical plan organizations, and other insurance-related entities on a broad range of corporate and regulatory issues. He primarily focuses on corporate transactions, licensure, and regulatory compliance programs for national and regional insurance businesses.
Liby assists clients with domiciliary and foreign jurisdiction requirements and navigation at the state insurance regulator level. His experience spans both the property & casualty and life & health segments of the insurance industry. He has also advised on alternative risk vehicles such as captives; indemnity and assumption reinsurance transactions; credit for reinsurance and regulatory approvals; affiliate transactions and holding company filings; provider network agreements; producer agreements; managing general agent agreements; third-party administrator agreements; commission and rebating issues; electronic commerce issues.
Liby worked for two years in state government at the Kansas Insurance Department while earning his law degree from Washburn Law School. Subsequently, he served as in-house counsel for a national third-party administrator in the health insurance industry and has 14 years’ experience in the private practice of law.
