The Congressional Management Foundation (CMF) elected Polsinelli Shughart’s Anita Estell as a member of its board of directors. CMF is a nonprofit, nonpartisan 501(c)3 dedicated to helping Congress meet the needs of its citizens and increase awareness of government. Estell, a former Clinton appointee, advises clients in all types of industries in her role as shareholder and senior policy advisor for Polsinelli Shughart’s national Public Policy Group in Washington, D.C. Highly respected and well known in her field, Estell was included as a Washington Business Journal’s “Women Who Mean Business,” in 2011.
“We’re delighted to have Anita on our board,” said CMF Chairman Dan Mica. “As a growing organization, we need people like Anita who are willing to share their experience and guide our development. She’ll bring energy and valued skills to CMF.”
Estell calls the appointment humbling and says it is an honor to serve during this “extraordinary time in history.” Passionate about her industry, she says organizations like CMF can further enhance a better understanding between Congress and its citizens.
“The vision and mission of CMF are critical to good governance. I look forward to working with Chairman Mica and other board members to support the CMF mission and strengthen its programs in ways that are most relevant to Congress and the diverse communities it serves,” said Estell.
The Washington, D.C office of Polsinelli Shughart has an active and growing national Public Policy Group led by Jim Davidson and includes former congressmen Martin Frost and Kenny Hulshof. Estell serves as a voice for her clients and manages a broad spectrum of issues including federal spending and tax policy. Her client work has included a portfolio that exceeded $2 billion annually in federally funded or tax-exempted programs. Estell’s experience also includes general municipal representation, transportation, infrastructure and water resources, community development, electric vehicles, higher education, telecommunications, science and technology, minority health, international affairs, defense, homeland security, energy and environment and other areas.
She is a former Clinton appointee serving as Chief of Staff to Dr. Johnnetta B. Cole on the Clinton/Gore Transition Team and as a Senior Advisor to U.S. Department of Education Secretary Richard Riley. Prior to working with the Clinton administration, Estell served on the House Appropriations Committee. She was appointed to that position in 1987 by Rep. Louis Stokes (D-Ohio) and served five years.
In addition to her experience in Congress and with the Clinton administration, Estell spent her early years as an attorney practicing communications where she gained extensive experience in managing cases related to telecommunications policy, contract negotiation, minority ownership and First Amendment issues. Prior to becoming an attorney, Estell received her early training as a reporter and anchor in both television and radio.
