Michael Flood works to shape health policy by creating solutions and developing opportunities within the complex legislative, regulatory and policy environment at the federal and state level. Michael’s practice emphasizes Medicare reimbursement, value-based payment and delivery models, health reform, and health information technology.
Michael provides strategic advice to advance the policy agendas of clients that include nonprofit health care associations, health care providers, and manufacturers of drugs, biologics, and medical devices. Michael routinely assists clients in identifying new policy opportunities, developing and drafting regulatory and legislative proposals, communicating with policymakers and regulators, and preparing organizational policy statements and position papers. Michael also is active in drafting regulatory comment letters.
Michael’s practice includes representing clients in matters before the Centers for Medicare & Medicaid Services, the Food and Drug Administration, other federal agencies within the Department of Health and Human Services, the U.S. Congress, and state legislatures and regulatory agencies.
