Matthew Murer chairs the firm's national health care practice, and has worked hard to build a strong team of health care lawyers with experience that spans virtually every aspect of the health care continuum, as well as virtually every niche of practice. Matthew emphasizes a focus on collaboration and opportunity both within the group, as well as with the firm’s health care clients. Matthew firmly believes that these collaborative efforts yield more creative, powerful, practical solutions to today’s pressing legal problems. Now more than ever, health care providers need a partner that can help them understand their challenges in a deeper way, while providing them with a broader view of the potential strategies to not only survive, but to thrive.

Matthew’s personal practice is devoted to counseling providers of senior housing, assisted living, and skilled nursing, including CCRCs as well as ICF/DDs and CILAs. He advises clients in a variety of areas including:

  • OIG/DOJ investigations
  • Audits (RAC, ZPIC)

  • Reimbursement issues (including Medicaid/Medicare Managed Care)

Matthew has worked with hundreds of providers in resolving licensing and certification issues. He has significant experience helping providers evaluate their operations and develop strategies for achieving their long term strategic goals. He has acted as coordinating regulatory counsel on a number of multi-state portfolio acquisitions to ensure that the transactions closed successfully and in accordance with all state and federal requirements. Matthew consults on regulatory and legislative issues that directly affect the industry and was involved in drafting Illinois’ Assisted Living and Shared Housing Establishment Act, and he was awarded AARP’s Partnership in Excellence award for his work on the legislation. Matthew has served on the state’s Assisted Living and Shared Housing Advisory Committee and the state’s Assisted Living and Shared Housing Quality of Life Committee for over seven years. He speaks regularly on issues that are important to the long-term care and senior housing industries.

  • Coordinated regulatory counsel for the acquisition of 11 senior living facilities in seven states.
  • Reversed CMS policy on revisits through litigation before an administrative law judge and the DAB.
  • Successfully challenged longstanding CMS policy regarding revisit surveys for skilled nursing facilities.
  • Resolved complex Life Safety Code issue, saving the client over $4 million in potential construction costs.
