Matthew Ross concentrates his practice in the area of energy law and has extensive experience in renewable energy from both a transactional and regulatory perspective. Matthew advises project developers, lenders, tax equity investors, private equity funds, technology suppliers and distributers, and contractors on all aspects of developing and financing renewable energy projects. In addition, he works with energy services companies (ESCO) and large end-users of energy on energy-efficiency solutions. In that regard, he counsels both ESCOs and commercial real estate developers, investors, and managers to achieve energy cost savings through effective energy-efficiency management strategies. Additionally, Matthew has earned LEED professional accreditation, the leading professional designation for the green building, construction and development industry, thereby further enhancing his ability to advise clients on achieving energy efficient and sustainable business practices.
  • Serving as senior energy counsel to a global private investment and development firm focusing on renewable energy infrastructure development with a portfolio of waste-to-energy development projects.
  • Serving as outside general counsel to renewable energy project developer for all aspects of a 500-ton per-day waste-to-gas project in South Carolina.
  • Advising New Mexico biogas project developer on transactional and finance issues for a project to convert cow manure from 20,000-head farm to renewable gas for transportation use. 
  • Serving as strategic advisor for a waste-to-energy technology and project developer for all aspects of developing and financing waste-to-energy projects.
  • Representing renewable energy project developer in the purchase and re-positioning of distressed energy assets in Michigan.
  • Advising Missouri biogas project developer on transactional and finance aspects of project to convert hog manure into biogas for ultimate clean up and compression for transportation use.
  • Serving as outside general counsel to waste-to-energy project developer and business development firm on all aspects of licensing, marketing, deploying, developing, financing, and operating waste-to-energy and waste-to-fuels projects in the United States and internationally.
  • Serving as outside general counsel to pyrolysis technology manufacturer and assisting with all transaction and finance contracts.
  • Advised renewable energy project developer on developing and financing a 6 MW solar PV project in Massachusetts with 18 MW in standby natural gas generation.
  • Advised biofuels project developer on all aspects of developing, permitting, and financing a 50-million-gallons-per-year biodiesel facility near Mobile, Ala.
  • Advised renewable-energy project developer on all aspects of developing, permitting, and financing a 200-tons-per-day, waste-to-energy project in North Carolina.
  • Advised Georgia biomass gasification project developer on all aspects of developing, permitting, and financing 11.5-megawatt woody biomass gasification project.
  • Advised national bank on project finance and project contract risk mitigation considerations for a North Carolina cellulosic ethanol project that was also a United States Department of Agriculture loan guarantee applicant.
  • Advised national real estate management company on strategies for managing and reducing energy expenditures and consumption.
  • Advised emissions trading exchange on contracting with purchasers and sellers of verified emissions-reduction credits and obtaining financing for corporate expansion.
  • Served as outside general counsel to Florida startup energy services company for projects in Florida, New York, and the Caribbean.
  • Advised public hospital in North Carolina on contracting and financing energy performance contract with large energy services company, which resulted in the project being developed, financed, constructed, and operating.
  • Advised major solar power project developer on 18 megawatt solar farm in North Carolina, which, ultimately, was developed, financed, constructed, and is operating.
  • Advised solar photovoltaic project developer on transactional and financial documents for commercial rooftop solar projects in New Jersey and California, which were financed  and developed.
  • Advised a landfill gas-to-energy developer on project contracts and equity financing for a portfolio of landfill gas-to-energy projects in the Carolinas and New York, resulting in the development, construction, and operation of five landfill gas projects.
  • Advised a biogas production company on (1) contracting with Idaho dairy farmers to install on-site digesters to accept and convert cow manure to methane for delivery to natural gas utilities; and (2) obtaining financing for same. Assisted with negotiating joint venture on a company’s behalf for supply of and financing for solid waste gasification technology for farms. The project was funded, constructed, and operated.
