Rodney D. Gray has extensive governmental relations and public policy experience, having been an attorney and registered lobbyist in the Missouri state capitol for over 20 years.
Mr. Gray has been instrumental in developing and implementing innovative strategies for several large projects involving state government. Included among these were the gubernatorial and legislative approval of state TIF funding to help construct the Branson Landing retail project in Branson, Missouri ($50 million); the first major local/state partnership to increase lane capacity on a highway in Missouri, i.e. the four-laning of US 63 from Macon to Kirksville, Missouri ($35 million); and the procurement of funds and tax credits to build the American National Fish & Wildlife Museum in Springfield, Missouri ($20 million).
Besides enjoying a traditional administrative and legislative practice, Mr. Gray also has vast experience in working on behalf of statewide issue campaigns in Missouri. Prominent among these were the Committee to Improve Missouri’s Roads & Bridges (2004), a constitutional amendment to end the diversion of transportation revenues; the Committee to Protect Missouri’s Future, the campaign that defeated Hancock II, a proposed constitutional amendment; Missourians for Our Local Schools (1998), which provides additional local funding for the Kansas City, Missouri School District and increased the bonding capacity for all school districts in Missouri; and the Yes on Amendment 4 Campaign (1994), a $250 million statewide bond issuance for construction of higher education, prison and youth facilities.
