Polsinelli Expands Real Estate Practice with Addition of Arteen Mnayan as Head of California Land Use

Polsinelli is pleased to announce that Arteen Mnayan has joined the firm’s Los Angeles office as Head of California Land Use Practice, further strengthening the firm’s West Coast real estate and development capabilities and expanding its ability to guide complex, high-profile projects across the region. The firm added more than a dozen real estate shareholders from coast to coast in the past 12 months.

Mnayan advises developers, investors and lenders on land use entitlement and regulatory strategy for real estate and infrastructure projects throughout California. His practice focuses on navigating state and local approval processes, environmental review, political dynamics and compliance issues that directly impact project feasibility, timing and risk.

“California continues to present some of the most complex land use and entitlement challenges in the country,” said Kraig Kohring, Chair of Polsinelli’s Finance, Investment Strategies and Real Estate Department. “Arteen’s deep experience with large-scale, politically sensitive projects and his understanding of California’s regulatory landscape make him a tremendous asset to our clients and our fast-expanding real estate practice.”

Mnayan has extensive experience securing entitlements for a wide range of development projects, including residential, commercial, mixed-use, industrial, hospitality, educational and medical uses. He regularly drafts and negotiates development agreements and advises clients on matters involving CEQA, the Subdivision Map Act, the Ellis Act and California’s State Density Bonus law. He also counsels institutional lenders on entitlement risk associated with construction, acquisition and refinancing loans secured by real property.

Active in California’s policy and planning community, Mnayan is involved with organizations including the Central City Association of Los Angeles, the Los Angeles Business Council and the Valley Industry and Commerce Association. In 2022, he was appointed to the Court Reporters Board of California by the President pro tempore of the California State Senate.

Mnayan earned his J.D. from Loyola Law School, Los Angeles, and his B.A., cum laude, from the University of Southern California.
