 One of the leading staff members for the House of Representatives, Beverly A. Pheto, joins Polsinelli Shughart PC as senior policy advisor in the firm’s national Public Policy group. Pheto, a 25-year veteran of federal service, most recently served as staff director for the House Appropriations Committee overseeing annual appropriations of $1.1 trillion for all Federal Departments and agencies. She was the first woman to hold this position.

“It’s been a rewarding and satisfying career with the federal government,” said Pheto. “I’m ready for a different view of public policy from the outside looking in versus the inside looking out. I think each new opportunity provides a different perspective of government and I look forward to sharing my perspective with firm clients.”

In addition to her vast experience with appropriations, Pheto brings impressive credentials gained during some of the most challenging periods in our country.  She served as the democratic staff director for the House Appropriations Homeland Security Subcommittee, from 2003 to 2008, and as the democratic staff director for the House Appropriations Transportation Subcommittee from 2001 to 2003. Pheto, who has collaborated with senior officials in the Office of Management and Budget, has interacted at almost every level in the executive and legislative branches of government.  Roll Call selected her as a “Fabulous 50,” a distinction recognizing the top 50 staff members in Congress as voted by their peers.

“Beverly is a first-class public servant,” said House Appropriations Committee Chairman David Obey, when he selected Pheto as staff director. “She is smart, thoughtful, tough and knowledgeable. These are tough and troubling times. To confront them, we need the wisdom and judgment of the very best people we can find, and Beverly Pheto fits that description.”

“Beverly was the top Democratic staff person during 9/11, the creation of the Transportation Security Administration and the Department of Homeland Security, and during Hurricane Katrina,” commented Representative Norm Dicks, ranking member of the House Appropriations Committee as he spoke on the House Floor earlier this week. “And in the last Congress, as majority clerk, Beverly helped craft the American Recovery and Reinvestment Act - the Recovery Act that saved tens of thousands of American jobs and kept this country from slipping into another Great Depression.”

The Public Policy group serves as a voice for Fortune 500 companies and leading national trade associations to be heard in government. Among the advocates in the group are former Texas Congressman Martin Frost, former Missouri Congressman Kenny Hulshof and former House Appropriations staff member Anita R. Estell.  Last year, the firm greatly expanded its Public Policy group with the addition of eight health care senior public policy strategists and professionals. The addition of Pheto is part of a long-term strategic plan to expand the depth and substantive knowledge of the group to provide broader and better service to the firm’s clients.

“Overall, the Obama administration has stated it wants to create a better environment for business,” said Pheto. “President Obama has instructed all the executive agencies to review its regulations. I look forward to helping clients provide critical input to these reviews.”

Also of note about Pheto is that she worked as the chief financial officer for the Peace Corps, where she managed the budget and financial operations as Peace Corps entered the countries of the former Soviet Union. She also was the top budget officer at the Department of Transportation. A native of Massachusetts, she earned her bachelor’s degree in Political Science from Boston University in 1980 and her Masters of Public Administration from Columbia University in 1985.

“Beverly has served in important positions in Washington, D.C. during five presidencies,” said James H. Davidson, chair of the national Public Policy group. “For the past few years, she’s had her hands in the development and management of some of the country’s most historic pieces of legislation.
