Pennsylvania's Northampton County issues an RFP for a P3 bridge replacement and rehabilitation project, on 7 April.

The project involves the design, construction, financing and maintenance of a 33 bridge portfolio. Twenty-eight bridges will be replaced and the remainder will be rehabilitated.

Unsolicited proposal

A consortium led by Mercer, Pennsylvania-based Clearwater Construction submitted an unsolicited proposal for the project in October 2015. Other members of the consortium are Pennoni Engineering and Key Bank NA.

The project was approved by the state's Public Private Partnership Board under its unsolicited proposal guidelines last November, as InfraAmericas reported.

Marcus Lemon, chair of the infrastructure and public private partnerships group at Polsinelli and counsel to the unsolicited proposer consortium, told InfraAmericas that this type of project has the potential to be reproduced in other areas of the US.

"This model can definitely be replicated across the country wherever you have local leaders that are willing to think outside the box and consider a P3 for more efficient and faster project delivery," Lemon said.
