Polsinelli’s Debbie Klis Named Among Top 15 Corporate Attorneys by EB-5 Investors Magazine

Polsinelli Shareholder Debbie Klis was recently named among the Top 15 Corporate Attorneys by EB-5 Investors Magazine. The publication recognizes a select group of attorneys each year for their work in areas including corporate, immigration and securities law. This is the second time Klis has received this recognition.

EB-5 attorney rankings are selected through a careful process of EB-5 community member votes, input from the publication’s editorial board and analysis from an in-house team. According to the magazine, “candidates are evaluated based on their experience in the EB-5 industry, their track record, and their reputation within the field.”

Klis has represented investment management companies, including the formation and operation of EB-5 immigration investment funds and regional centers, hedge funds, private equity funds, real estate funds, land syndications and international master-feeder structures. She also represents real estate developers and sponsors seeking capital under the EB-5 program to fund their projects, and assists principals and developers with the formation of regional centers or by joining with an existing EB-5 approved regional center through a rental model or arm's length investment.

Her recent projects include utilizing EB-5 financing in combination with the low-income housing tax credit, with HUD financing, energy tax credits, various forms of bond financing, historic tax credits, and TIFs. Prior to joining Polsinelli in 2017, Klis’ clients included placement agents, issuers, broker-dealers, investment banks and multinational financial institutions, funds, investment advisers, investment companies and banks.

Klis is President and Director of Women Ambassadors for Business, Inc., and serves as Chair of the Social Action Committee of Beth Sholom Congregation. She frequently speaks on topics such as the United States Immigrant Investor Program (EB-5), crowdfunding, raising angel money and venture capital and writing business plans, to name a few.

Klis received a LL.M. (taxation) from Georgetown University Law Center, a juris doctor from Golden Gate University School of Law and a Bachelor’s of Science from Santa Clara University.
