Citing opportunities for immediate growth in public-private partnerships (P3s), Polsinelli welcomes Marcus J. Lemon to the firm’s Public Policy Practice, as shareholder. Lemon brings to the firm more than 18 years of experience in project finance, public-private partnerships and government. Lemon said he joined Polsinelli because of the firm’s strong capabilities, depth of knowledge and capabilities in project finance, real estate, construction and government affairs - all key elements for public finance and P3 projects.

“There are a lot of opportunities for growth in the P3 area in the Midwest and the Northeast where the firm has its roots,” stated Lemon. “I’m very excited to be working with clients in these emerging P3 areas, and to be part of a much larger and sophisticated platform that Polsinelli brings to these deals.”

As a Presidential Appointee to the Senior Executive Service, he previously served as Chief Counsel in the Federal Highway Administration as an appointee of President George W. Bush. In that role, he served as the Federal Highway Administration’s lead advisor to the FHWA Administrator, the Secretary of Transportation, and other senior officials on P3s and project finance involving highway, bridge, and surface transportation projects.

At Polsinelli, Lemon will focus on P3s and project finance in transportation P3s (involving projects for highways, bridges, railroads, ports, airports, and transit systems), as wells social infrastructure P3s (involving facilities for water/wastewater, energy, public use buildings, courthouses, prisons, parking, student housing, and public safety buildings). P3s are growing throughout the U.S., not only in transportation, but also in social infrastructure, as cash-strapped governments struggle with the challenge of how to keep ahead of aging transportation and social facilities that suffer from reconstruction needs at the same time capacity needs increase, while traditional forms of public finance, such as tax revenue, has decreased.

“Marc adds an important element to an already very strong Public Policy Practice in an era when governmental organizations find themselves of searching for new ways to finance public improvements,” said Pete Levi, who leads the Kansas City Region Public Policy Group. “Marc has unique experience in making these partnerships come to life.”

Lemon previously served on both of President Bush’s campaigns and was appointed as Deputy Chief of his Staff and Special Assistant to the Inspector General. After the 2004 election cycle, he served as State Chairman of the Professionals for Bush Coalition in Pennsylvania, Lemon’s home state. He was lead counsel for middle Pennsylvania overseeing any potential election litigation issues, when he received a phone call from the White House asking him to serve as the third highest ranking official to the Federal Highway Administration. There, he managed 80 attorneys and staff over the entire country and was the chief advisor to the FHWA Administrator and the Secretary of Transportation on project finance and P3s.

The addition of Lemon occurs during an exciting period of overall growth for Polsinelli, one of the largest firms in the U.S., with more than 700 attorneys, which has seen its national footprint expand to 11 states and 18 cities. The Washington, D.C. office, which opened in 2005, was recently ranked (Tier 1) by US News-Best Lawyers: Best Law Firms, for government relations in the District of Columbia.
