Lori Oliver’s practice focuses on a wide array of health care transactional, regulatory and operational matters. Her deep bench of experience and in-depth understanding of the health care industry as both a lawyer and a former health care executive enables Lori to offer practical solutions and strategic advice to clients. She has significant experience in health care alignments, affiliations and relationship strategies; clinically integrated networks; academic medicine; health care operations and complex compliance matters. 
  • Represented healthcare organizations in management services and other contractual arrangements requiring a thorough understanding of strategic objectives, business imperatives and applicable regulatory, compliance or legal risk to ensure organizational success.
  • Advised on development and execution of multiple clinically integrated networks in all phases of risk-sharing, including multi-state clinically integrated networks and rural networks.
  • Represented clients in direct-to-employer value-based care arrangements with large self-insured employers. 
  • Partnered with diverse healthcare organizations to create and steward affiliations and alliances between community-based healthcare providers and academic health systems.
  • Represented academic health system in public-private affiliation involving substitution of public entity as the sole corporate member of not-for-profit corporation, adding $370M in organizational growth.
  • Developed and led transaction teams for strategic affiliation between two public entities, adding a community hospital to an academic health system and $550M organizational growth. 
  • Led development of an innovative public-private partnership with national operator of community health systems and academic health system to own and operate community hospitals in Washington, Idaho and Alaska
  • Advised on GME new program development, trainee rotation matters, IME/GME reimbursement and Medicare reimbursement for allied health professional programs.
  • Advised university and academic health system on the complex regulatory interplay of faculty effort reporting, Medicare clinical trial billing, post-award federal grant compliance and teaching and research affiliations. 
  • Served as an extension of general counsel to provide timely legal advice and executive-level leadership, seamlessly engaging legal specialists and subspecialists to support the client’s needs.
  • Advised hospital compliance officer for a decade on routine compliance issues including HIPAA privacy, fraud abuse and prevention laws (Stark, Anti-kickback, Civil Monetary Penalties) and effective compliance programs.         
  • Advised on the delivery of mental health services in complex setting of a level 1 trauma center; support for delivery of mental health and general clinical care in county correctional facilities.
  • Advised governing and advisory boards navigating complex healthcare and public transparency environments as trusted advisor.
