Lori Oliver’s practice focuses on a wide array of health care regulatory, transactional and operational matters. Her deep bench of experience and in-depth understanding of the health care industry enables Lori to offer practical solutions and strategic advice to clients. As a former health care executive, she has significant health care operational experience to draw upon. She has experience in health care alignments and relationship strategies, clinically integrated networks, health care operations and complex compliance matters, including fraud and abuse, Stark, HIPAA and state privacy laws, federal research regulations, Medicaid and Medicare reimbursements. Lori leverages her experience in health care operations as legal counsel for a large academic health system and public university.
  • Served as an extension of general counsel to provide timely legal advice and executive-level leadership, seamlessly engaging legal specialists and subspecialists to support the client’s needs.
  • Advised hospital compliance officer for a decade on routine compliance issues including HIPAA privacy, fraud abuse and prevention laws (Stark, Anti-kickback, Civil Monetary Penalties) and effective compliance programs.         
  • Successfully advised the executive leadership of  a large academic health system on diverse business, regulatory and legal matters requiring a thorough understanding of strategic objectives, business imperatives and applicable regulatory, compliance or legal risk to ensure organizational success.
  • Led the transactional team for the development of a regional accountable care network with over ten health systems and six thousand providers and the design and launch of a multi-state clinically integrated network.
  • Co-led the negotiation team with the chief financial officer of an academic health system in its negotiation of the first of its kind direct-to-employer accountable care organization for a Global 500 company. 
  • Advised governing and advisory boards navigating complex healthcare and public transparency environments as trusted advisor. 
  • Partnered with diverse healthcare organizations to create and steward affiliations and alliances between community-based healthcare providers and an academic health system.
  • Represented academic health system in public-private affiliation involving substitution of public entity as the sole corporate member of not-for-profit corporation, adding $370M in organizational growth.
  • Developed and led transaction and due diligence teams for strategic affiliation between two public entities, adding a community hospital to an academic health system and $550M organizational growth. 
  • Led transactional development of an innovative public-private partnership with national operator of community health systems to own and operate community hospitals in Washington, Idaho and Alaska
  • Advised AMC on resident/fellow and other trainee rotation matters including experience with IME/GME reimbursement and accreditation.
  • Advised on the delivery of mental health services in complex setting of a level 1 trauma center; support for delivery of mental health and general clinical care in county correctional facilities.
  • Advised public university and academic health system on the complex regulatory interplay of faculty effort reporting, Medicare clinical trial billing and post-award grant compliance. 
  • Advised universities on wide array of operational matters, including teaching and research affiliations and accreditation matters. 
  • Testified before legislative committees in the Alaska State Legislature to further policy objectives in addition to drafting legislation.
