Bob helps clients navigate legal issues impacting development and growth of their real estate portfolios. Focusing on master planned communities, resort, and mixed use projects, Bob has extensive experience throughout the life cycle of large developments, including parcel assemblage, planning and entitlements, construction, sale, leasing and operation. He implements a practical, business-focused approach.  In addition to providing legal guidance, Bob often assists his clients with complex, strategic business planning.

Bob has substantial experience with condominiums and planned communities across and outside the United States.  He specializes in creating complex governance structures for resort, residential, commercial and mixed-use projects.  Bob also has deep experience in large scale marketing and sales programs for resort real estate. 


Bob creates innovative planned unit developments, including PUDs incorporating new-urbanist and form-based regulatory models.  His experience includes leading large development teams through annexations and complex entitlement approvals. He has also enjoyed negotiating many development and vested rights agreements, and has substantial experience negotiating surface use agreements with oil and gas operators.    

Bob regularly guides buyers and sellers of real estate, along with investors, landlords and tenants, through complex, multi-state real estate transactions.

  • Major Resort Development: Advised clients on acquisition, structuring, development and sale of high-end, mixed-use resort villages across the United States and Canada, including Sandestin  Golf & Beach Resort, Winter Park Resort, Park City, Copper Mountain Resort, The Village at Squaw Valley, Keystone Resort,Turtle Bay Resort,The Village at Mammoth Mountain and Whistler/Blackcomb.
  • Acquisitions and Dispositions: Represented buyers and sellers of improved and unimproved property, including those for mixed-use projects and master planned communities developed by Vail Resorts, Intrawest, McWhinney Real Estate and others, such as the redevelopment of the base of Park City Resort, Mammoth Mountain Resort, Copper Mountain Resort, Turtle Bay Resort, The Village at Squaw Valley, Broomfield Business Center, a 265,0000-acre ranch, and the master planned communities of Sterling Ranch, Three Peaks and North Park.
  • Large Master Planned Communities: Organized and created master planned communities such as Mesa del Sol, New Mexico (a 37,500-home, retail, office, industrial and entertainment community); Turtle Bay Resort, Hawaii; Montelago Village at Lake Las Vegas, Nevada; The Village at Copper Mountain, Colorado; The Village at Winter Park, Colorado; North Park, Colorado; and Kamakana Village at Keahuolu, Hawaii.  Served as overall project counsel for developers of large master planned communities in connection with strategy, structuring, public and private finance, tax planning, entitlements, development, builder contracts and other sales.
  • Led Entire Consultant Teams on Large Development Projects: Led consulting teams (including land planners, traffic planners, architects, civil engineers, water engineers, traffic engineers, marketing experts, branding experts, political liaisons  and lighting experts) in parcel assemblages, annexations, zonings and development of large master planned communities.   • Rezonings: Represented landowners in large rezonings, including rezoning the entire Copper Mountain Resort of more than 1,000 acres to accommodate 3,500 residential units along with retail, entertainment and resort facilities.
  • Form-based PUDs: Structured, drafted and obtained approvals of form-based planned unit developments (PUDs) for large communities. These include a 3,400-acre mixed-use, master planned community to accommodate 12,050 homes and an estimated 4.2 million square feet of commercial space, including a sports village, a town center, hotels, medical facilities and higher education campus; and a 1,300-acre mixed-use, master planned community to accommodate residential, retail, hotel, sports and office uses.
  • Development and Vested Rights Agreements: Negotiated many development and  vested rights agreements, including a first-of-its-kind public-private partnership development agreement with the Colorado State and Board for the entitlement, development and sale of a 640-acre parcel. 
  • Professional Sports Facilities: Represented city of San Diego, California, in development of the San Diego Padres’ Petco Park and redevelopment of  surrounding urban hotels, office space and parking facilities, with a project cost of $1.5 billion.
  • Public Finance: Negotiated and obtained approval of tax increment and other public financing vehicles.
  • Annexations: Negotiated and obtained approval of annexations, including a 7,700-acre annexation, a 6,400-acre annexation, a 3,400-acre annexation and the largest annexation in Wyoming history.
  • Code Amendments: Negotiated and obtained approval of local zoning and subdivision code amendments, including code amendments in the City and County of Denver to create a customized design overlay district providing for enhanced digital signage (including full-motion video) and iconic lighting displays.
  • Golf: Negotiated the acquisition of numerous golf clubs and golf management agreements.
  • Large Healthcare Facilities: Represented large healthcare systems in connection with the development, joint venturing, construction and leasing of large healthcare facilities, including St. Joseph’s Hospital in Denver, Colorado (a new 826,000- square-foot, 348-bed hospital).
  • Medical Office Buildings: Represented owners, developments and physician practice groups in connection with the acquisition, entitlement, development and leasing of medical office buildings.
  • Homebuilders: Represented homebuilders in construction and sale of multifamily homes and single-family detached homes.
  • Luxury Residence Clubs and Fractionals: Advised developers on the development, construction and sale of luxury residence club properties and ownership projects in the United States, Canada and Fiji.
  • Condominiums: Structured and organized numerous mixed-use, commercial-only and residential-only condominiums across the United States and Canada, including implementing robust protections for developers against construction defect claims.
  • Hospitality: Represented owners and managers in licensing and management agreements for major flag hotels; represented owners in connection with hotel development.
  • Churches: Represented churches in the annexation, rezoning and development of new church facilities and mixed-use projects anchored by church facilities.
