Steve Imber chairs Polsinelli's Insurance Business and Regulatory group.  As a former General Counsel at a state insurance department, Steve Imber has the knowledge and experience to provide quality counsel to insurers, third party administrators, insurance agencies, medical discount plans and other insurance regulated entities. His practice includes representing and assisting clients on multi-state and national licensing projects, research projects, enforcement actions, market conduct examinations, audits and compliance programs and various other regulatory and compliance matters.

As a former insurance regulator, former in-house counsel for a national insurance organization, and as a member of the Federation of Regulatory Counsel, Inc., Steve supports all members of the insurance industry at the state and national level including:

  • Served as national outside counsel for several health insurance companies.
  • Successfully navigated an insurance company through a fifty state national market conduct examination.
  • Successfully licensed a number of discount medical plan organizations on a multi-state and national basis.
  • Successfully licensed the first full-service discount medical plan organization in California with the California Department of Managed Health Care.
  • Provide regulatory advice and counsel to national third party administrators including assistance with licensing, renewals, compliance issues and questions, contract drafting and negotiations, and responding to regulatory inquiries.
  • Provide regulatory advice and counsel to national discount medical plan organizations, including assistance with licensing, compliance issues, review of sales and marketing materials, provider network contracts, marketer contracts and websites.
  • Provided regulatory advice and counsel to national long-term care insurer with respect to multiple market conduct examinations.
  • Led team that updated national health insurer’s compliance database to incorporate all state mandated benefits and to address jurisdictional issues.
  • Conducted review of national health insurer’s sales and marketing materials, including field-created ads, on a 50-state basis.
