Bari Rascoe is an associate in the Technology Transactions and Data Privacy practice group, where she provides strategic, business-focused counsel to organizations navigating the increasingly complex landscape of data privacy and cybersecurity. Drawing on a deep understanding of regulatory frameworks and industry best practices, Bari helps clients manage data-related risks and implement scalable compliance solutions tailored to their operational needs.

Her practice is centered on advising clients across a wide array of industries, including technology, healthcare, hospitality and financial services on compliance with both U.S. and international privacy regimes. Bari regularly counsels organizations on developing and maintaining privacy compliance programs aligned with laws such as the California Consumer Privacy Act (CCPA), the General Data Protection Regulation (GDPR) and other emerging state and global privacy regulations. Her work includes leading and supporting key compliance activities such as data inventory and mapping exercises, drafting and revising internal governance policies and external-facing privacy notices, and developing policies and procedures for responding to data subject requests.

Bari also advises on the negotiation and execution of data processing agreements, privacy impact assessments (PIAs) and transfer impact assessments (TIAs), helping clients assess risk and ensure compliance in cross-border data transfer scenarios. Her approach balances regulatory requirements with business practicality, enabling clients to ensure compliance while supporting operational efficiency and innovation.

In addition to her privacy compliance practice, Bari has substantial experience supporting organizations with technology transactions. She regularly drafts, reviews and negotiates a wide range of technology-related agreements, including vendor service contracts, software-as-a-service (SaaS) agreements and terms of service. Her transactional work is informed by a strong understanding of privacy and data security issues, allowing her to identify potential risks and craft solutions that align with clients’ legal obligations and business objectives.

Bari is a Certified Information Privacy Professional (CIPP/US) and Certified Information Privacy Manager (CIPM) by the International Association of Privacy Professionals (IAPP).
