Polsinelli Continues Energy Practice Growth with Carl Steen in Los Angeles

Polsinelli is pleased to welcome Carl R. Steen as a principal in the firm’s Los Angeles and New York City offices. His arrival continues the firm’s Energy Practice expansion, following the additions of Bob Nelson in San Francisco and Christine Soares in Philadelphia.

Steen boasts more than 25 years of corporate and energy regulatory experience, including mergers and acquisitions, financings, restructurings and other corporate transactions and related regulatory matters. He advises clients on the development and financing of thermal and renewable energy projects, oil and gas pipelines and storage facilities, telecommunications systems, infrastructure and more.

With a practice spanning more than 150 M&A transactions and 100 energy and infrastructure project financings worldwide, Steen has represented clients before the U.S. Securities and Exchange Commission, Federal Energy Regulatory Commission and state regulatory commissions and has handled corporate and project transactions in over 20 countries. He has served as lead counsel on numerous multi-billion-dollar financings, including industry firsts and award-winning transactions.

Steen represents a range of clients in the energy sector, including commercial and multilateral lenders, private equity and strategic investors, independent power producers, municipal utilities, wholesale electric cooperatives, irrigation districts, retail off-takers, operators and equipment and construction services providers.

Steen earned his J.D. from American University Washington College of Law, an MFA from Bennington College, and his B.A. from the State University of New York. He is admitted to practice in California, Colorado, New York and Washington, DC.

Polsinelli’s Energy Law practice has achieved a national presence by representing energy companies, utilities, developers, lenders and investors across the country in connection with the acquisition, development, finance and operation of a variety of energy facilities – including electric generating facilities, wind, solar, geothermal, biomass and biofuel renewable energy projects along with oil and gas.
