Polsinelli Expands Sec. 337 and International Trade Practices with Addition of Former ITC General Counsel Dominic Bianchi
Polsinelli is pleased to welcome Dominic Bianchi, former general counsel of the U.S. International Trade Commission (ITC), as a shareholder in the firm’s ITC Section 337 Litigation and Trade Remedies Practice. Based in Polsinelli’s Washington, D.C., office, Bianchi’s arrival underscores the growth of the firm’s international trade bench, following the recent addition of former ITC attorney Jane Dempsey, as a result of increased client demand for experienced counsel on complex trade issues. Bianchi spent more than two decades at the ITC, where he was named general counsel in 2013. He joined the ITC in 2001 and served as Chief of Staff to then-Commissioner Deanna Okun, who currently serves as chair of Polsinelli’s ITC Section 337 Litigation & Trade Remedies Practice.

A seasoned international trade attorney, Bianchi possesses a wealth of experience in litigation, policy and regulatory strategy. His practice focuses on all aspects of unfair trade litigation, including trade remedy actions and Section 337 investigations as well as trade compliance. He offers clients sophisticated counsel on navigating complex regulatory environments and resolving high-stakes international trade disputes.
As former general counsel of the ITC, he served as the Commission’s chief legal advisor to the commissioners and on investigations, rulemaking and research studies. He also represented the ITC in all litigation involving its determinations and activities as well as providing assistance and advice on general administrative matters, including labor relations, personnel and procurement. Bianchi earned his J.D. from Georgetown University Law Center and his B.S. from Northwestern University.
