Jean advises acute and outpatient providers, post-acute and long-term care providers, and health care investors and sponsors on the regulatory aspects of health care transactions. She counsels clients on licensure, Medicare and Medicaid enrollment, accreditation, and other regulatory requirements in connection with mergers, acquisitions, reorganizations, and other strategic transactions.

Jean conducts regulatory due diligence for health care transactions, advising clients on change of ownership and other state regulatory approval requirements, fraud and abuse and related regulatory compliance considerations, and issues that may affect deal structure, timing, and execution. In addition to her health care regulatory practice, Jean has represented clients in federal and state agency investigations, self-disclosures, and internal compliance reviews. This experience provides valuable insight into the compliance risks that can affect health care transactions and informs her approach to regulatory due diligence and risk assessment.

Jean brings a broad perspective to health care matters shaped by experience across the health care ecosystem. Her background includes private practice at both a national law firm and a New York-based health law firm, as well as experience with a pediatric urgent care provider, a nonprofit health care system, and the New York State Attorney General's Health Care Bureau. This diverse experience gives her insight into the operational, business, and regulatory considerations that affect health care organizations. She earned her J.D. with a Concentration in Health Law: Institutions & Financing and her Master of Public Health through Hofstra University's joint-degree program, where she received the Excellence in Health Law Award. She also served as a Fellow with the Gitenstein Institute for Health Law and Policy, mentoring law students, providing pro bono legal representation through a medical-legal partnership, and collaborating with fellow attorneys and health care professionals on interdisciplinary health law and policy initiatives.
