Luke Hagedorn helps energy and infrastructure developers secure the governmental approvals and agreements required to build complex projects — and navigate the opposition that can delay them. His practice focuses on wind, solar, battery energy storage systems, transmission and data center projects across the Midwest, with particular depth in Kansas and Missouri.

Luke leads siting, permitting and local approval strategies before county commissions, planning and zoning bodies, municipalities and state agencies. He prepares and presents applications, negotiates development and infrastructure agreements, coordinates legal, technical and public engagement workstreams, and guides clients through public hearings and contested proceedings. Drawing on his project development, finance and tax experience, Luke works to ensure that approvals and agreements remain practical through financing, construction and operations. Clients also rely on him for property tax strategy and economic development incentives.

Luke has served as project permitting and development counsel to Invenergy and NextEra Energy Resources on extensive portfolios of wind, solar, battery storage and transmission projects in Kansas and Missouri. He served as lead project permitting counsel to Google for Project Helium, a 1.7 million-square-foot data center, guiding the project through a contested Barber County process that culminated in approval of development, road-use and decommissioning agreements. Luke is also an adjunct professor at the University of Kansas School of Law, where he teaches Renewable Energy Law Practice.
